I'm sorry I can't reproduce that. If I do the configuration with the
compose key I got:

   Option       "XkbOptions" "compose:rctrl"

and re-reading this file works as expected. In your case you said there
is:

   Option       "XkbOptions" "Compose,compose:rctrl"

which means all Compose options + compose:rctrl which doesn't make sense
to me. I could imagine that your original xorg.conf has the line

   Option       "XkbOptions" "Compose"

included and sax just enhances this one
