Udev never created any /dev/modem links. I expect this feature it's a left-over
in Yast from the time /dev files didn't vanish on reboot.
Today, nothing should use such simple symlinks, they will break when other
serial hardware is connected or disconnected from the system. There are only
convenience links for optical drives like /dev/cdrom, but udev doesn't do this
for any other sybsystem, and has no knowledge about modems.
NetworkManager + Software using HAL should be able to find modems without
relying on symlinks in /dev. If that doesn't work, udev rules that match
exactly the device need to be created, which maintain a /dev/modem symlink.
Udev itself can not do this, it doesn't know which serial device is a modem,
just pointing to a (random) USB serial device isn't sufficient.
