The openSUSE package does not follow these guidelines any more. According to the changelog this was already fixed in the past: * Mo Apr 04 2005 - mmj@suse.de - Move many files to the -devel package, trying to conform with gettext authors recommendation of split runtime/tools [#66614] But later, many files have been moved back pretty randomly. This should be reverted as much as possible. The only exceptions that make sense to me are /usr/bin/msgfmt (because lsb requires this binary), libgettextsrc-*.so and libgettextlib-*.so (because msgfmt requires them), but not /usr/share/man/man1/msgfmt.1.gz (because lsb does not require any man pages to be installed).
