Next, serial devices are not hot-pluggable so how do you expect the operating system to recognize your change ? In case of xorg you have changed the configuration and restarted the X-Server... so you explicitly told the system to re-init all input devices. In case of libsax used in yast and sax I didn't probe for hardware which wasn't registered automatically.
