fvwm2 doesn't start an Xserver. Never.
If I read you correctly, the issue opens up exactly if and only if you press
"Test" in sax2. In that particular moment for testing a second Xserver is
started.
Or did I get this wrong?

Including "Test"ing the new configuration? In that case this very much depends
on the configuration, which is strange.
