Bonding is to be configured via ifcfg-bond* only. And never use max_bonds anywhere. Then you should be able to cotrol your bonding interfaces via ifup/down bond*. It might be that the primary interface will not be set correctly, but the rest should work. For the primary interface problem, see bug 190377.
