I have observed exactly this, but didn't mention it. If it happens, gnome-panel and application-browser are both eating 50% CPU, 100% together. I'm not using the new menu either, but the application-browser is launched anyway via /opt/gnome/share/gnome/autostart/application-browser.desktop.
