Unfortunatelly it's not what I thought it is. We had an issue where
scaling_available_frequencies was in reverse order so that the scalign
mechanism was confused. Can you please try with the userspace governor, doing

dbus-send --system --print-reply --dest=org.freedesktop.Hal
/org/freedesktop/Hal/devices/computer
org.freedesktop.Hal.Device.CPUFreq.SetCPUFreqGovernor string:userspace
