[Bug 215416] firewall stays enabled even if you go back and turn it off

I've changed the SuSEFirewall's function to finish calling all start/stop
and/or enable/disable service. But this (now) seems all I can do for that.

Ludwig, there is a `SuSEfirewall2_setup stop ... skipping` why?
You can easily reproduce it (I have reproduce it just now).
