Fan is working and don't stop because acpi doesn't know about it! gtkacpiw shows all the fans being OFF while at least one is ON.
Yes, fan control may have changed in these kernels, but should now work as desired. You can check by: watch -n1 cat /proc/acpi/thermal_zone/*/{temperature,trip_points} /proc/acpi/fan/*/state For each active trip point you pass, one fan state should turn to on. If you subceed the active trip point, it should turn to off again.
