There's no such thing as SLES 9.1 Do you mean SLES 9 SP 1? And do not confuse them with SUSE Linux 9.1 which predates SLES 9. Anyway, read the changelogs or patch descriptions, the information should be there. In general, patches are for fixing bugs, not introducing features.
When I look in /usr/share/autoinstall/dtd/scripts.dtd I see that the location tag is still commented out.
