Correct. I would not simply assign a free license to all of my photos but if my photo wins a contest to be included in something important (it is our job to make it important) then I might think twice. Naturally the rules for inclusion should be clearly stated but there should not be rules for submission. My experience has shown that if you contact a possible "winner" directly they will gladly change the license . Naturally it is important to start the conversation as early as possible. I've checked what proposed there. And the first images has right limited If we want them in distribution don't forget only cc3-by-sa is the right licence.
