Well, solved. Some googling determined that Suse doesn't include libpopt.la in the popt.rpm for some strange reason.
That libfurgle.la file is missing while libfurgel.so exists is a sign that you have installed furgle.rpm but have not installed furgle-devel.rpm. Many SuSE packages come in pairs like this. Examples are glibc and glibc-devel, libmng and libmng-devel, libogg and libogg-devel, libpng and libpng-devel, ncurses and ncurses-devel.
In this case popt and popt-devel. You will find that popt-devel includes libpopt.la. See http://www.suse.com/us/private/products/suse_linux/prof/packages_amd64/popt -devel.html
See, eg. http://ftp.uni-kl.de/pub/linux/suse/x86_64/update/9.1/rpm/x86_64/ for the current patched popt and popt-devel rpms.
Ahh, got it. Thank you for the explanation, I had no idea that the .la files were related to devel packages. That tidbit should come in real useful.
