Revert "[webui] Turn around condition in AttribPolicy#create?"
This reverts commit fc126da42483a23fe3d8ff4cc5926aa65256061e.
This broke Attrib validation in the way that project permissions would
overwrite attrib type and namespace permissions, which is not intended
to be like that.

[ci] Move static tables array into constant
We use them at several places. Storing them at one place should help
to keep them in sync.
