I reproduced it, so no need to report (i'll report it later). It seems this is a new way of making this bug appear (so it's good you spoke up!). E.g. patch:softwaremgmt-473 requires also new yast-online-update and yast-online-update-frontend package, but those who did not install updates before patch:softwaremgmt-791 was released did not install the new yast-online-update. Since 791 was released, 'zypper patch' only installs patch:softwaremgmt-791, which does not require the new yast package anymore. That's probably why the new patch is satisfied, and the old one is not. Fortunately 'zypper install -t patch softwaremgmt-473' seems to resolve the problem. You can try the same with the rest. I'll look into this further a bit later to prevent such problems in the future.
