now that zypp has the ability to save downloaded packages seems natural to implement a "resume" functionality so packages that were partially downloaded because of user interruption and/or network errors can be finished without having to download the whole complete package.

At this point, is really hard to predict. I believe there are more important things that need to be done for 11.0. Especially get the new libzypp integrated as best as possible to let it shine. This is quite tedious process. So, I'd say don't hold your breath for it unless you have patches available around (?).
