Indeed, and while that doesn't intend to cover parallel downloads, it is definitely related, and parallel downloads should be considered in that context. I would be very glad if (as Coolo suggested) downloading would be split out to a separate process, because I think that it would make implementing the failover proposal (and other things) much easier.
