Partly. You can go to the package manager in the installation overview and uncheck the Dependencies -> "Install Recommended Packages" check box. Excluding documentation is not supported.

Unfortunately not. You can disable recommends and exclude the documentation only in the installed system, the option software/minimalistic_libzypp_config configures that in /etc/zypp/zypp.conf at the end of installation. Roles can only override the values which are defined in the control.xml, see the schema definition at https://github.com/yast/yast-installation-control/blob/master/control/contro... (In reality only a subset of the options can be set by roles, some options are already applied before the role selection dialog and cannot be changed later.)
