That's a possible conclusion. Being creative you could also say the reason is that YaST is already almost perfect as a configuration tool (so people don't feel impelled to ask for extensions or fixes) but it still needs improvements as a installer. Exactly, if you check the current SLE and openSUSE installation screens you'll find that "YaST" is not mentioned anywhere. That's a possible conclusion.
