Yes, that's the difference between bugzilla/jira driven feedback vs forum/blog driven feedback. If you look at all the bug reports and feature requests we get, they are 90% about fixing/improving/extending the installation. But in all public discussions I have seen in forums and similar places about why openSUSE rocks, the focus is always in YaST as a configuration tool for a running system.
Maybe installation process is not that important for regular user?
That's a possible conclusion. Being creative you could also say the reason is that YaST is already almost perfect as a configuration tool (so people don't feel impelled to ask for extensions or fixes) but it still needs improvements as a installer. Keep in mind, in the running system, YaST is labeled as YaST. In the installation process, YaST is only labeled as YaST when it shows an error or a help dialog. It's just easy to miss the fact that YaST is YaST when it's not labeled as YaST most of the time. Exactly, if you check the current SLE and openSUSE installation screens you'll find that "YaST" is not mentioned anywhere.
