Klaus created an script to check that your system is more or less prepared to act as a development box for the rest service. A development box is different because you may want to enable your running user to use the yast dbus calls instead of the webservice user. On the other hand you may want to enable resources permissions to the user you want to use to login in the web client, which may be the same or may be is root.
