We had one for a while, but it wasn't maintained very much. Also, we found that with the complexity of most of our YaST2 modules (system administration is by no thing an easy task) a debugger would have to be much, much more powerful than what we could realistically develop and (equally important) maintain. Our most important debugging tool is logging.
