One point of criticism is that the home partition was proposed to be formatted and not reused for home. libstorage-ng has the feature to look at filesystems and check whether they looks like a home filesystem. Maybe that check is not working anymore (it uses heuristics) or the information is not used in the new proposal code. AFAIR the old storage code also looked at the "last mounted at" information which is provided by ext4.
