Also the ATI Control appears on the main panel. fglrx and AGPGART modules are loaded and active. The "dri" module is also loaded. Well, the problem is that what I get from glxgears is (average):
375 frames in 5.0 sec = 61.600 FPS which seems to be extremely low for this system Mobo P4P800 Asus, CPU P IV 2.8GHz, Suse.9 installed.
Also Yast doesn't recognize the video card (but this seems normal,I've red)

You might try unloading the agpgart mod and then edit the XF86Config-4 and change a line in the "ATI device section" to "yes" if it says no: Option "UseInternalAGPGART" "yes" This tells the driver to use it's own internal coding for the agp interface. If that doesn't work or shows no real change then recompile the drivers to use the intermal interface - in fact it maybe this way already and the agpgart mod is a problem. By the way the drivers option are between the fglrx and the radeon. While the fglrx drivers are composed of the ati driver and kernel mod vs the radeon kmod and the fx86glx driver the radeon kernel mod uses fx86glx for hardware accel. If one is going to use the radeon driver with xf86glx then agpgart is probably advisable to start with, however the ATI km_fglrx and fglrx drivers have their own agp interface and I think that using agpgart mod here is causing the slow down. If you do recompile the km_fglrx then both run "fglrxconfig" and re-install the glx drivers. I gather that you got the 3.7.0 drivers from the suse ftp ../Supplementary/X/XFree86/ATI/suse90/fglrx/3.7.0 dir. HTH.
