The reason is that your config file contains the line: Protocol "imps/2" In 9.2 (and 9.1 I suppose) this should either be Protocol "auto" or Protocol "ExplorerPS/2" I'm presently trying to find out why "auto" causes problems (It might on a 9.1 due to a small incompatibility with the emulated PS/2 handling by the kernel compared to the standard).
Also could you switch to a text console, log in as root, do 'cat /dev/input/mice' move the mouse a little bit and then (without moving the mouse) turn the weel? Do you see output while you turn the weel?

Yes, I see some output. I've put this output to the file mice.l (see attachment), but I Don't know, if this really helps. I've just checked the behaviour again. I Only get output, if I scroll down the wheel. If I scroll up, nothing happens.
