This is unnecessary, as the window decorator is an own process. The right solution would be to change the window decorator / create a different one.
but right now (today) the quinn-packages offer the best solution in the area of window decorator. maybe another approach would be a better solution. but until the "right solution" comes out, i like to work with the best available, and today this is (for my opinion) the quinn-package.

Wrong approach. The window decorator has to link against an external widget library, which should *not* be part of compiz, so compiz can be built desktop agnostic. OTOH this really could be done in an in a plugin (in contrast to an external program, but David had reasons to do so), but AFAIK the built-in decorator changes stuff in compiz all over the place.
like stated above. even it is not the "right" approach. (and i myself normally don't like wrong approaches, and quick&dirty solutions). BUT it is the best solution today. it works better and has more features than any other solutions.
