Do you have display compositing enabled in the window manager settings? Whatever its state, try toggling it. The issue is between XPresent backend and AMD drivers in the kernel. See Olivier's comments in this thread: https://gitlab.xfce.org/xfce/xfwm4/-/issues/490 As workaround a recent commit to xfwm disabled XPresent default when using AMD GPU.
