Some debugging led me to https://gitlab.xfce.org/xfce/xfce4-settings/-/issues/369, which again links to the (unavailable) libX11 MR discussion. xfsettingsd calls XInternAtoms from an invalid context leading to a deadlock. This happens while a grab is held, so the X server refuses new connections.
