Okay, it looks like it may be part of this long forgotten bug: https://bugzilla.novell.com/show_bug.cgi?id=780130 which is itself a duplicate of another seemingly more relevant bug: https://bugzilla.novell.com/show_bug.cgi?id=775792 Alas, not sure what can be done if it's already known about. I believe I read somewhere recently that the non-working language selection in LightDM has finally been fixed, in which case I might have another look at using that, though apparently that's not necessarily immune to this bug either.
