yes, it just means that at the time of the release of xfce4-settings 4.10.1 the Spanish translation was incomplete and if there is no translation for a string the untranslated string in English is displayed, hence the mix.
Is planned some fix for the next release?
That entirely depends on the Xfce project which is a volunteer effort and depends on volunteers keeping the translation in their language up-to-date with the software. openSUSE 13.2 will ship the same xfce4-settings release so there won't be any changes, if you want the next Xfce release to have better translations you should consider joining the Spanish translation team and help to make sure translations are complete and up-to-date before Xfce 4.12 is released.
