I would vote for a yellow exclamation mark written in the localized (making it also appear in the recent changes special page)

Sure it is possible. The Wikipedia call them bot. They can be invisible in recent changes page. The same thoughts I have for Portal, but as I know only a limited bash scripting I need serious help from somebody that knows some better tool (perl,php,...) to tell me where to start.
