Thank you for bringing this to my attention. The problem was that the wiki was not getting the configured values from the database and so pulled the default values for the sidebar into memcached. Matthew, The left sidebar is in default MediaWiki status, with empty SEARCH, TOOLBOX, LANGUAGES.
