[opensuse-wiki] Improvements to templateNavbar

It has to wait for implementation. Some combination of words/keywords makes Navbar_1 template to create TOC in a top portion of template when applied to page that has enough sections for TOC to appear. Nice! I just removed the shadow from the box, as to our graphics designer rlihm we shouldn't nest boxes with shadows.
