That should be default for missing page, so just make name link to user page, and if there is none then name will be red:

[[User:username|username]] That is right. The thing is that some guys who would like to contact an Ambassador, don't know what this (red Name) means. So the thought was to mark the whole line, and we add on the Bottom an Text like: "Red marked Users haven't an incomplete Registration Process". So the new Users are knowing which User is the best contact. And it has an psycholigical Aspect for the Users w/o an Userpage. That maybe motivate them to create an Page :-)
