[opensuse-wiki] New coordinator of zh_tw wiki

Chun-hung Huang (sakana) ( http://en.opensuse.org/User:Sakana ) wants to participate more for openSUSE. He is now the main openSUSE Weekly News translator for traditional Chinese. He is so kind to take over the wiki job,because I don't have enough time to maintain the zh_tw.opensuse.org wiki.
