Indeed strange to see that 1.1 or 1.1.1 looks more importand then 1. Also there is no real difference between 1.1 and 1.1.1
Just looked at the wikimedia page and what I like is the line under the first heading. It makes it a lot clearer to read. I have manually added it in http://www.opensuse.org/OpenSUSE_Style_Guide, but I think it should be done automagicaly. It really makes it more clear on what belongs to what and where the next section starts. If done automagically, the whitespace between the words in the heading and the line can become smaller, making it even more clear. I tried it on the makeSUSEdvd place and it immidiatly made much, much more sence.
