After checking the Translation team page (http://en.opensuse.org/Translation_Team), I found that there is a simplified Chinese translation (http://cn.opensuse.org/) but it is not publicly announced, probably due to it being incomplete. So if you would like to contribute, that would be great. Take a look at that Translation team page and go to the translation guide if you would like to help out.
