Some types of article is not defined how to handle, some are questionable and what one community member will delete, the other will preserve as community history. Some articles are transient content, like: http://en.opensuse.org/openSUSE_Launch_Party_Locations
Ditto, to speed up reviews I added that tag so that reviewer can go on while we can discuss how to handle specific type of article.

Where to discuss such problems?
Is opensuse-project is good place, or we should go broader. Use Forums and opensuse@opensuse.org ??
I'd say opensuse-wiki and/or -project is a sufficient place for discussing these. We may think about establishing the Wiki forum at forums.o.o a bit earlier for that purpose if that's desired by Wiki seniors. Let me know.
In what namespace belongs historic material?
In what namespace, or even another server to put transient content that is obsolete after the event?
I believe we have no Namespace for these in place yet? Two ideas: Creating a Namespace "Archives:" and move or simply get rid of the content, e.g. http://en.opensuse.org/openSUSE_Launch_Party_Locations anyways has no more value for the community IMO.
Where to document procedure?
The discussions should be enough documentation from my perspective or what do you feel sufficient here as an additional documentation? If we assume to create a Namespace "Archives:" the reviewer could place a moving request to the table OR mark it as "not transferred" if we decide to get rid of such content.
Is explanation of tag in tables sufficient?
For me it is, yes! You may put quick examples in brackets after "we need community consent on handling of article(s)" like "we need community consent on handling of article(s) (not defined how to handle, historical content etc.) Best, R
