Indeed strange to see that 1.1 or 1.1.1 looks more importand then 1. Also there is no real difference between 1.1 and 1.1.1
Just looked at the wikimedia page and what I like is the line under the first heading. It makes it a lot clearer to read. I have manually added it in http://www.opensuse.org/OpenSUSE_Style_Guide, but I think it should be done automagicaly.
