In that case the system would be used to translate to English.
Are you sure about that? I didn't see any KDE wiki is written in French. or there is but I misunderstood and thought English is the original version? If there is, why I get this feeling? because it displays me English first. I just think current infrastructure make it possible for translators to selectively translate wiki posts into en.o.o and vise versa. eg: Japanese Input methods. Russian Dictionaries. you come to find a dictionary means you are not good at English, but the page is at first displayed in a language that exactly the one you are not good at. how do you feel? eg: Actually we don't need http://en.opensuse.org/openSUSE:Social_media_launch_plan for every locale. but it'll be displayed there. eg: I write Chinese contents in the userbase like wiki. then it'll give me the feeling that I do have to translate it into English. or it'll be surely becomes an orphan or unmaintained page. because no one except Chinese can translate Chinese to English. But is that Chinese useful to English people? No. because we'are talking about Chinese specific thing you don't care at all. Just a few thoughts.
