No it is not. It is based on the Wikipedia:Browse page, which used the wiki's own name space. It seemed like a good idea at the time, but I see no benefit of it being part of the openSUSE namespace.
I said the name is a problem because of the fact that all interwiki links share the english name. "browse" is definitively not a way to know it's a list of categories :-) not being english natice speaking, I don't like to rename english pages. could you find a better name and move it? I think (I'm not sure) that only the standard namespace is searched by the wiki search fonction: Search results
