Many use cases for this. Translator looking for something to help with, will probably take a look on current online offer, translate stuff and then look how to submit that. On which locale is set his browser (computer) has nothing to do with the stuff he is looking for. User living in one country with computer set to that locale, but looking for docs for his relatives that are somewhere else. Rajko, looking for docs for his friend that speaks English to some extent, but docs in native language will help. Both computers are set to English, but he doesn't need that docs. Setting server to automatically show docs in language that browser is set to is good, but manual redirect must be provided.
