No, this would require quite a bit of code rework before it could work at all. But why would grub choose a location above 4Gb as long as there's enough memory available below that boundary?
It might be firmware-related since I also tried to load xen.efi directly (from the firmware menu and shell) and got the same error.
Hmm, if there's firmware doing so, then I guess we need to make Xen cope. Otoh I think there ought to be a way for an image to signal to the loader that it wants to be loaded below 4Gb.
