No, the 11.3 xen kernel only has compatibility back to Xen 3.3.

Yes, older guests on new host should work. That's a common use case. Folks want support for their new hardware (upgrade host platform), but stability for their certified workloads (same guest platform).
Upgrading the Dom0 will be a lot of pain but having to upgrade that and some of the guests at the same time will be almost impossible.
