I agree. The bootloader expert(s) I forwarded the thread to are also involved with OVMF development, so hopefully they will have some ideas.

There are a few different OVMF images, with the main difference with these images being the keys that are included. The best explanation of these differences is in the README file of the OVMF package in OBS: https://build.opensuse.org/package/view_file/Virtualization/ovmf/README?expa... You could try switching to ovmf-x86_64-{opensuse|suse|ms}.bin, just to see if one of the other ones behaves better. If there is no difference, we'll probably have to wait for an expert in this area to respond.
