No, at least as long as you want to keep grub in the picture: Work towards this is only underway upstream (I can't really tell at this point whether it'll make it into 4.7). But as soon as you ignore grub2, direct boot has been supported forever since EFI support got added to Xen (as of 4.2), utilizing the EFI boot manager. The distro may not support setting this up, but it can be set up manually (or you can also run xen.efi from the EFI shell command prompt).
