When "has signed Metadata" is disabled it is likely not a problem with the GPG key. The real error was so deeply catched in the code that we had to bring a standard message to give a hint. But this can be wrong. Check /var/log/zypper.log for the real error.

Is this a bug, or is my config wrong?
