No, there are some directories that must be on the root partition. During boot there is a moment where the root partition is mounted read only, and only the root partition. Then fsck is run on everything (not always), and finally, the rest is mount. Thus, fsck and some other programs, like bash, have to be available before the rest is mounted. Notice that some programs reside in /bin, and some in /usr/bin; some libraries in /lib, some in /usr/bin... that's one of the reasons. -- Saludos Carlos Robinson
