Sometimes they are test packages, testing some bugzilla. As the owner hasn't posted any comments there, I have no way to know the intention of those rpms. If, for instance, this chap is the suse postfix maintainer (I have no idea if he is or not), who makes the packages and wants testing and feedback, that would be different: I'd install it from him. Yes, it uses some opensuse resources, but it is a person, not an organization. That's why it is under "home". It is not like, for instance, "opensuse/repositories/OpenOffice.org%3a/STABLE/openSUSE_10.3/", which is maintained by the same people that prepare OO for the main distro.
