I asked the same question on 08/09/06 with regards to Alpha4. The answer, paraphrased, was that there is the chance that this could happen but may not because if some program is so seriously changed then it would be more efficient to issue a completely new set of ISOs rather than produce a patch for that program (and patches for all the dependencies).
