[opensuse] Conflict in zypp.conf defaults in 15.0

I'm guessing the false "default" is according to default zypp.conf, but the default within the binary is true, with the consequence that either the bug would be closed as invalid, or the binary might be changed to match the zypp.conf false setting. -- Evolution as taught in public schools is religion, not science.
